Rezumat

The president of the Republic of Moldova was elected by the uninominal majority voting system with two tours in the period of 1991-2000. Starting with 2000, the president is voted by the Parliament. As a result of the type of the republic and the president nominating proceeding modification, the political system of Republic of Moldova is confronted with crises. One of the two presidential elections unfolded according to the phased vote has produced seriously disturbance in the political life of the country. The elections from 2000 didn't finish with the president nomination, because none of the candidatures accumulated needfulness number of the votes. As a result, the parliament was dissolved. The elections continue after the parliament elections from 2001. The presidential elections from 2005 were marked by the intrigues with important aftermaths in the moldavian political life. After these elections, in the political lexicon is used the syntagma “April, 4, 2005”, which denote the political parties behavior in the frame of the elections. The electorate believe that for a lot of the political parties there are two periods of theirs activity – before and after this date. The presidential elections disfunctionality is owed to the two conflicts in the electoral system and in the voters' behavior. The first conflict appears between the qualified majority and the way of voting used to realize it. In the Republic of Moldova the way of voting is too strait-laced in achieving qualified majority. The second conflict is the majority used and the presidential function perception as a political party exponent. The parliament and the political parliamentary parties take a difficult exam once in four years; the rules of that exam aggravate the situation. The maintaining of the present laws will worsen the situation and will create unfavorable and unforeseeable consequences for the political system of the Republic of Moldova.
