In this article are examined the mathematic model MONINS for analysis and monitoring of objectives on capacity building of the civil servants stipulated in a new legal framework implemented recently in the Republic of Moldova. The model generates the training indicators of each civil servant, each division of the public authority, as well as indicators breakdown by civil servants categories and as a whole. As results, the authorities have a whole picture on trainings and could report to the State Chancellery about the capacity development of civil servants. Also, the model generates information for decisions on annual training plans development.
