L’exposé traite la notion de développement communautaire, ses objectives, ses principes, ainsi que ses concepts clé: la culture participative; le capital social; le renforcement des capacités (Capacity building); la facilitation à l’échelle communautaire. On détermine aussi les différences entre divers types d’agents de développement communautaire - le facilitateur communautaire, l’animateur communautaire, le promoteur local, l’agent de développement communautaire. Le développement communautaire en général est fondé sur une législation complexe, étant exposées ses étapes et ses avantages. L’article analyse le développement communautaire comme développement durable, étant déterminées ses principes et sa réglementation nationale et internationale. A la fin de l’exposition sont présentées les activités visant le développement communautaire en Roumanie, étant proposées un certain nombre de priorités en ce domaine.

The paper refers to the notion of community development, its objectives and its key concepts: the participative (participatory) culture, the social capital, capacity building and community facilitation. It also examines the principles of the community facilitation identified in the practice. The exposure has specified the differences between the various types of communitarian agents – community facilitator, community animator, local promoter, agent of community development.Community development is founded on a complex legislation, detailed in this work, which analyses the phases and the advantages of the community development process. The study examines the community development as sustainable development, being determinate its principles and at national and international level. In the end of exposure, the activities concerning sustainable community development are presented, being proposed a number of priorities in this area.
