The conclusions formulated as a result of reviewing the compliance with the legislation on decision-making transparency during 2017-2020 are equivocal. Thus, we have positive trends: access to information of public interest; publishing of draft decisions and related materials; more intensive use of online platforms for external communication; higher transparency of the public procurement procedures performed by LPAs etc. But the improvement trends, however, do not seem to be systemic. Though compliance with the law has improved, we draw attention to some important elements of transparency, which worsened during the monitored period: lower engagement of stakeholders in the decisionmaking processes and fewer decisions, approved by the deliberative authorities, published on the website.
