Most of the researchers state that a public service is an activity that is either authorized or provided by a public administration authority, in order to satisfy general citizen needs. Later on, this notion has been completed with the possibility of private sector involvement in public services providing, involvement which in some states has progressively increased up to the total privatization of some public services. This obviously changed the vision on public administration role in organizing such services – from an extreme position that public services must be totally nationalized up to another extreme position which states public services shouldn’t even be called “public” anymore, but “services of general interest”, which not necessarily must be provided by the public sector. |
