In this article, the author analyzes the practical importance of the concepts of human rights and liberties by Constantin Stere. It is shown that his concepts by far exceeded the scientific thought standards of that time due to his free thinking thought nature. The doctrine concept that is investigated remains to this day a true model of a profound and complex approach of several problems that are related to the function of the institution of the fundamental human rights and liberties in a democratic society. The concept of human rights and liberties as elaborated by Constantin Stere is perfectly applicable to the sociopolitical, economic, and legal realities of our current society. It can serve as a scientific instrument that is perfect for the evaluation of the level of guarantee and realization of the fundamental human rights and liberties in our state. In conclusion, the efficiency of the guarantee of the function of the institution of fundamental human rights and liberties are considered by the author to be a clear indication of the level of progress of the society on the path of establishment of a state of law.
