Rezumat

The current security environment displays the nature of war rather as indirect than direct, and the emergence of the 4th and 5th generation war has amplified the major development in the security paradigm from traditional to non-traditional security. The media, as well as other contemporary means of communication, have become imposing instruments in the realization of the actors’ interests on the territory of other states. In this context, the real authenticity comes from the concept of strategic communication that has evolved in the West, stemming from the need to involve the key public in promoting national interests, policies and objectives in the areas of interest, as well as ensuring a culture of security in the context of hybrid threats. Thus, this chapter attempts to provide a conceptual understanding of what the strategic communication represents in the context of a constantly changing security environment. Viewed from a general perspective, analyzing the concept of strategic communication leads us to the conclusion that this concept is in full development, being created to support the achievement of the security objectives of a state, as it occurred, for instance, in the USA. At the same time, whether we are talking about the North Atlantic Alliance, the European Union or a state actor, each entity must review its security strategies and ensure that it maintains its credibility over time and achieves its goals. Thus, in this research we will provide a multidimensional approach to the concept of strategic communication and identify the missions and guidelines of strategic communication in the field of national security and defense to explore its benefits. Due to the dynamic nature of the security environment with obvious hybrid threats, but also due to the challenges and opportunities brought by the development of the informational space, researches in the field of strategic communication remain of real interest for present and future.
