The criminal treatments applicable to the juvenile offender have been permanently altered, especially as regards the age required for criminal prosecution, as well as criminal sanctions. The practical reality as well as the study of the specialized literature reveal that the social phenomena found in the concepts of deviance, delinquency, criminality, criminality are more and more concerned not only with the specialists in the field, but also with the political, governmental, public opinion, in general , both internally, regionally and internationally. Such concerns are fully justified on this distinctive segment if it is taken into account that the consequences of these phenomena, especially those of delinquency, criminality and criminality, affect to the highest degree the fundamental values of society on a plan more broadly, and of the persons directly concerned, on a smaller one, namely the fundamental human rights and freedoms, the existence and proper functioning of the democratic society and the institutions of its rule of law.
