The protection of the environment is of public interest, so it is primarily the responsibility of the state to ensure that the environment is not in danger, and in exceptional cases, when the environmental catastrophe can not be prevented, to impose guilty persons repairing environmental damage. Considering, however, that public resources are generally limited, the role of society, non-governmental organizations is becoming more and more important in public access to justice on environmental issues and the repair of environmental damage. |
