Rezumat

The poverty is a global problem. We cannot have an etalon of the poverty and there does not exist a comparative term inside of it. It is sustained the poverty is a multidimensional phenomenon composed of material, mental, political, communal aspects. From this point of view the poverty is presented as a collection of lacks, deprivations and unsatisfied needs leading to the social exclusion of the poor segment of population. The poverty aggravates discrimination, because it especially affects vulnerable groups of population. Taking into consideration these reasons, in all countries from the world, the most vulnerable category of population, the poverty level is higher for children, than for adults. The present article is reserved for arguments for financial investments good and of time in the programs of child's development insurance.
