Moldova entered the transition to market economy with significant imbalances caused by the existing structure of production, characterized by the predominance of agriculture and agro-industrial and socio-economic dependence of cities than a limited number of large industrial enterprises. Thus, stimulating of the economic growth outside the capital, especially in rural areas that have suffered from loss of traditional markets for delivery of food production, was one of the main challenges for Moldovan authorities since independence. Economic development of rural areas should become, if not first, at least one of the most significant  tasks of regional development programs.  However, the rural development is directly related to management competitiveness. This relationship is very important, because it raises points of growth in rural areas and helps to build competitiveness that would lead later to the manifestation of this area, both through economic growth, as well as the  possible development trends in exports generated by rural areas.
