Rezumat

The paper provides the analysis of the process of establishing democratic institutions, the functioning of state institutions, the implementation of policy, and the influence of the state capacity on the process of democratization of Moldova. As to results of the study, it can be noted that the imitation of democracy in condition of a syndrome of feckless pluralism and state capture makes almost impossible the establishment of structured and apolitical public institutions, a genuine system of separation of powers and effective system of accountability in the executive branch. The lack of professional practice, legitimate and representative functioning of the state institutions are the structural prerequisites for democratic rollback. These are the main reasons, which explain why Moldova periodically has problems with the efficiency of government operations and the ability to develop and implement political line (policy).
