Rezumat

Methodological approaches to ensure transfer in crop production as exemplified by the Plant Production Institute named after V.Ya. Yuriev of NAAS are considered. The response vectors to changes in factors of justification of the regional specialization and cluster method of organization of the regional innovative system were evaluated by response blocks to zonal and biological factors of transfer. Assessment of crops as breeding and technological innovations - transfer objects within the system of standardized raw materials and zonal specialization is an important fundamental approach to guarantee the competitiveness of intellectual property originators and production. When transfer zones are assessed, it is quite efficient to evaluate adequateness of climatic factors to biological and physiological needs of plants - transfer objects. There is an unmet need for systemic monitoring and new technologies close to convergent ones for the majority of the factors under investigation. Our results allow us to conclude that, upon the organization of research by an intellectual property originator, consideration of crops as specific objects of transfer and regions and districts as transfer zones highlights the increased relevance of appropriate methodological support. Here, significant prospects are seen in the creation of analytical and forecasting databases, which give real opportunities of commercial support of zonal specialization and adjustment of sectoral regional programs. Testing of the developed methodological approaches to the formation of technologies according to the modular principle and a number of selected algorithms demonstrated their pragmatic effectiveness and consolidation of the scientific potential.
