Lack of trust in society can effectively achieve justice, in addition to many other circumstances (increase in corruption, abuse of service, delays in judicial solutions, etc..) it prevents the realization of the rights and interests of individuals and businesses. In this respect some people are determined to exercise their rights to appeal without the assistance of competent bodies (acting in its sole discretion), causing, thus, a certain touch of social relations that ensure the normal order of administration. Namely, through these illegal acts put into action the concept of arbitrariness. Contravention of arbitrariness is not new to law and the doctrine of the contravention, but this issue is not subject to scientific study. It is the essence of those are identified timeliness and the need for a comprehensive study on the liability for a violation contravention of arbitrariness.
