| Rezumat | ||||||
The article represents the analysis on the role of the zemstva institutions in the promotion of socio-economic and cultural reforms within the Russian Empire, including the Basarabian Gubernia, and on the role of the aristocracy and other social layers in the exertion of these reforms. An important role in the promotion of the reforms was played by Alexandru Cotruta, who for about 20 years activated in different positions in the zemstva institutions. The zemstva manifested itself as a protagonist of the society reform and democratization. |
