A series of internal and external factors exercise a permanent influenced on the regulatory framework of public urban transport. The policies applied in public transport must address and anticipate those influences in order to generate the alterations of the regulatory framework that would augment the performance of this sector. An important characteristic of the regulatory framework is its capacity to fully utilize the opportunities to participate a private sector for providing these services. In transition economies, at the development of regulatory reform it is necessary to take into account the big share of shadow economy, corruption and other phenomenon that are specific to these economies.
