As the human being is the main element of any form of social organization, and the degree of his security is reflected in the national security of the state itself, the authors noticed that the topic of individual security has become a permanent issue on the agenda of states. When it comes to personal or individual security, we must consider the fact that the common threats for people had originated in the environment they used to live. However, the current analysis of the risky society proves that the reality has many unexpected dangers that are not widely recognized, but which affect the safety of the individual, so they have to become a priority of any state. Governments need tools that could influence the sources, which generate social risks. Social assistance will not be able to fulfil the needs of its victims without such a mechanism.
