Two thousand years of development of almost all Western European nations took place in relatively confined spaces of their current state territories. These limitations, including land, has contributed to the economic viability of private property and the development of an intensive mode of farming, and in consequence, the approval of rationalization of individualism, based on the principle of personal liberty and the rule of law. Thereto, not in the last row, contributed and specific «European mentality», which is based on reasonably understood selfishness. All is quite simple and practical, my benefit and integrity are directly dependent on the good of those who surround me, whether it's a simple neighbor homes, or group of people (small / large group, class, nation) with whom I am in direct or indirect relations. Thus, was objectively developing a close social interaction and, in Europe, along with severe competition was established and entrenched a culture of voluntary association and cooperation. EU enlargement has increased the need for rethinking and adoption of new concrete measures towards stabilizing the external factors affecting the stability of the EU as a system. The answer to this challenge has become the European Neighborhood Policy (ENP).
