Rezumat

In the actual global economic and educational environment, main challenges for lifelong learning process are: Inducement of informal learning opportunities. Stimulation of selfmotivated learning. Acceptance of self-funded learning. Stimulation of universal participation to the learning process. The development of the informational society and the widespread diffusion of information technology give rise to new opportunities for learning and they challenge established views and practices regarding how teaching and learning should be organized and carried out. At the same time, globalization and the emergence of new players in the world economy have intensified competition, many countries turning production towards high value-added and knowledge-intensive products and services which request high-level skills labor force. Lifelong learning concept offers the prospect of a radical new approach especially for the higher educational process focused on the opening up traditional universities for those who want to learn lifelong. In the same time, educational institutions, universities most of all, are facing a number of challenges: globalization, aging society; growing competition between higher educational institutions both national and international, and rapid technological development. To answer successfully to all these challenges, in the opinion of most of the specialists, traditional universities must transform themselves by adopting a lifelong learning system. This system will transform how universities currently teach. To achieve this transformation, universities will have to introduce strategies and policies which implement flexible academic frameworks, innovative pedagogical approaches, new forms of assessments and institutional collaboration. The idea of lifelong learning became a central theme in UNESCO‘s work with the publication of Learning to Be (UNESCO 1972). The report argued that lifelong learning needs to be the keystone or organising principle for education policies and that the creation of the learning society should become a key strategy for facilitating learning throughout life for individuals and societies. Compass project Erasmus + entitled Towards the European university model of lifelong learning in Moldova -COMPASS, ref. Nr. 597889-EPP-1-2018-1-MD-EPPKA2-CBHE-SP, addresses the process of integrating the inclusive and receptive university model of lifelong learning (ULLL). The main objectives and outputs of this project are: Objectives:1. OB1: To promote and strengthen the LLL culture in Moldova and to build national consensus of the key-actors on the development issues. 2. OB2: To develop and advance a national legislative framework and stimulate regulatory changes on LLL in Moldova. 3. OB3: To build up the university‘s integrative function in Moldova through developing the integrated university LLL strategies. 4. OB4: To enhance the university‘s institutional capacities in Moldova for efficient and effective implementation of LLL reform. Outputs: 1. National Policy Roadmap on LLL; 2. Regulations on Validation of prior learning, including non-formal and formal; 3. Regulation on application of the existing ECTS tools and procedures to LLL; 4. Regulation for the continuing education of academic staff; 5. University LLL strategies; 6. Guidelines / bylaws on ULLL; 7. Development of new ULLL services; 8. Development of new ULLL courses.Project activities are focused on raising awareness of the role of LLL in society and increasing the number of target groups and stakeholders involved. Also, development of national legislative documents on lifelong learning in Moldova and development of regulations on LLL. Besides of that, strengthening lifelong learning structures at Moldovan universities and LLL services and courses.
