The poverty affects people in a variety of ways and goes hand in hand with social exclusion. Besides the well-known problems such as inadequate living conditions or homelessness, people experiencing poverty are facing other social problems. In order to address these issues in Moldova was created the Republican Fund and local funds for providing material support to the socially vulnerable segments of the population. The Republican Fund operates in addition to the central government and the local funds - in addition to public authorities of the administrative territorial units. The material aid is a form of non-refundable social assistance with a special purpose, designed to support directly the socially vulnerable people. The basic principle in the distribution of the funds is the grant of the material aid to the applicants whose families are affected the most by poverty. The fund means, as cash or material goods, are granted to the socially vulnerable people for the purchase of food (including special kind of food), the essential industrial goods, medicines, orthopedic articles and partial payment of medical services; for the compensation of the substantial costs caused by various emergencies and also the nutrition in social canteens. The automation of the processes of social support Fund’s means management, would contribute at the increase of the efficiency of their storage, distribution and monitoring at the central level as well as at the local one.
