We live in the era of speed, when all information can lead to appropriation, only in a few moments, which facilitates the work to be done quickly. This is due exclusively to scientific progress, which has developed very intense in this contemporary period, which allowed some of classical actions to pass in cyberspace, through new information technologies. On the basis of these technologies it was people’s desire to communicate and be informed. In a contemporary society, information plays an important role, and information resources are one of the most important state assets, along with natural resources, human, financial, etc.. and it defines its potential. In terms of computing the last decades of the twentieth century marked the emergence, improvement and then the spread of personal computers. The last decade of the century is characterized by the key word connectivity; fusion occurred between information and communications technology, thus being born a new term: ICT (Information and Communication Technologies).
