The current administrative-territorial organization of the Republic of Moldova is characterized by a highly fragmented system. The small size of communities, limited economic potential provides insufficient financial resources in local budgets and causes the existence of municipalities unable to fulfill their competences and functions to provide quality public services to citizens. In period 2010-2016, with support of external development partners (UNDP, USAID, GIZ) in the Republic of Moldova have been launched 17 groups of communities that have initiated and provide quality public services to citizens through Inter-municipal cooperation (IMC). In the frame of implementation of the decentralization reform, the Government of the Republic of Moldova undertook to actively promote, stimulate and support the implementation of Inter-municipal cooperation as a tool of improving public service delivery at local level. For broad application of IMC, the first thing needed to be performed, is justification of communities grouping were the IMC is possible to be established, determining the type of service and the way of their providing. In this regard, it is necessary to perform, even at the initiation stage a comprehensive evaluation of the potential and opportunities for IMC. In this article are described several theoreticalpractical tools and methods that could help local public authorities to justify their decisions of initiating the creation and provision of common public services based on IMC. |
