Rezumat

The service for determining the degree of disability and work capacity in the Republic of Moldova is one of the most reformed service for the last 10 years. He benefited from the models, experiences and mentoring of specialists from abroad, from the motivation and creativity of the specialists within the service. However, after the practical application, there are multiple difficulties in the activity of the members of the disciplinary team. This can be explained in part by the lack of operational and confidential tools capable of ensuring the fairest possible assessment of the applicant. An analysis of the activity of the social worker shows us the important role he plays in the fields in which he is involved, from the promotion of the service, the elaboration of working procedures, the creation of databases, etc. when evaluating the capacities and performances of the beneficiary in activity and participation, post-service monitoring at repeated addressing. On the other hand, the legislative provisions underlying the functioning of social workers within the service for determining the degree of disability and work capacity are not fully correlated. Working procedures and methodologies can vary from one beneficiary to another (largely due to the medical component and the diversity of diseases), which in daily practice generates confusions of responsibilities for the social worker, respectively make the practice no longer be unitary and leave room for interpretations, omissions or even malpractice. The social worker has an important role in the multidisciplinary team of which he is part, in evaluating the capacities and performances of the beneficiary in correct activity and participation in qualitative and quantitative aspect that can make the difference in the final decision of the expert. In this sense, the social worker needs to know what to do, step by step, so that by what he does to ensure continuity and coherence of the approaches, to follow a guideline that will “save” him from over or underestimation, subjectivism and improvisations. It is necessary to develop a guide that provides clarity to the practice of the social worker within the service for determining the degree of disability and work capacity, a coherent and uniform approach to his work. The guide sets out basic / key issues at different stages of the action - from case reference by evaluation to personal reflections in the form of a separate opinion as appropriate.
