Rezumat | ||||||
In January 2004, I arrived in Galati to do a year of doctoral research in sociocultural anthropology on the impact of reform to the health care system on retired men and women. “What reform!?” an older woman asked me in disbelief when I told her about my project not long after I had arrived. Her question proved to be a prescient one. What I learned from her and many other retirees during that year of research was not that the public health care system was reforming, at least not for the better. It was that it was in decline. This was evident in the need to pay out-of-pocket for health care consultations and treatment, medical supplies and prescription drugs. It could be witnessed in the long waits people at times endured in order to consult with health care professionals or be treated for a condition. And it was manifest in the lack, or poor quality, of medical equipment in clinics and hospitals and in the discontent of health care workers themselves, who demonstrated and threatened to strike on various occasions that year across the country due to their low salaries and poor working conditions. For many medical professionals, conditions and salaries had indeed become so unacceptable that they were leaving Romania permanently to work in health care systems in Western Europe and other parts of the world, further aggravating the poor state of the system by creating a relative dearth of physicians per person in Romania |
