The current civilization, strongly influenced by the automobile culture, tends to generate a new symbiosis model. If the present is not prepared to accept the vehicle and the man as terms of the mutually beneficial relationship, the future can bring the automobiles - communication elements to the people - the wisdom, and the road ways - the perfection so that the content of the ideas of the symbiosis extends to phenomena in road traffic. The optimism of the expressed opinion is supported by the preoccupations of the scientific research to elaborate new technical, social, legal and other solutions capable of positively influencing both the traffic conditions and the behavior of the participants in the traffic. The development of automotive transport, the rapid growth of the automobile fleet, have objectively determined the intensification of the concerns, of the efforts carried out on multiple plans in order to ensure the safety of the road traffic. These concerns are all the more necessary as the increase in the number of accidents is relatively directly proportional to the monitoring index, with the improvement of the performance of the vehicles, first of all the speed of travel, which is a priority in the causes of road events.
