The territory of the unitary state is organized in territorial-administrative units. The same is applicable
to federative states. The organization of the territory, from the administrative point of view, relates to the
state power, as well as to the local government, thus creating a political and social load
The territorial administrative units, regardless of the type, should be viable, have strong material and
human resources, which would provide them the performance of the needs of the inhabitants and their
continuous development.
