În acest studiu autorul abordează două fenomene, semnificația cărora este majoră pentru a înțelege și a lua atitudine față de ceea ce domină realitatea socială din regiune și din întreaga lume, la începutul anului 2022. Este vorba despre două fenomene complexe: securitatea și neutralitatea, care în condiții de stabilitate, pace și cooperare interacționează, susținându-se și producând condiții favorabile pentru conservarea și reproducerea umanității, a valorilor ei perene. Autorul răspunde unor necesități urgente de a urmări interacțiunea securității și neutralității în condiții de război, în situații de confruntare directă: politică, armată, economică, socială, ecologică, consecința căreia este dezastrul, catastrofa umanitară. O atenție majoră este acordată fenomenelor: echilibrul de forţe, descurajarea, amenințarea, apreciate ca acțiuni desfășurate în faza de inițiere a confruntării, invaziei militare. În concluzie, suntem informați că ordinea mondială a suferit schimbări radicale, care vor fi, în deceniile ce urmează, analizate, apreciate, iar lumea va trebui să învețe să convețuiască, să respecte libertatea și demnitatea celorlalți.

In this study, the author systematically analyzes the phenomenon of regional security, which at the moment, in conditions of war, is the focus of attention of both researchers and world leaders, heads of international organizations. The author bases his research on the dominant theories of international relations, which assess the potential of participants in the political scene to ensure security at all levels of the political organization of the modern world: international, regional, national, human. An analysis of trends in the study of international security indicates that the concept of the balance of power is the most historically proven of the existing theories. Supporters of the realistic paradigm refer to the model of international security in the history of interaction between various nations and states. As the founder of neorealism, K. Waltz notes: “the policy of balance of power always prevails when two unique requirements are met: an anarchic order and the presence of political units in it that want to survive.” At the same time, realism does not fully take into account the possibility that international stability and the order in which they exist can be maintained both by the balance of power and by the main institutions with the help of general rules of conduct that need to be revised in conditions of uncertainty in order to transform the system of international relations from one configuration of the balance of power and influence to the other one. It should be added that realism and neorealism do not include in the analysis the nature of military and non-military appeals and threats. In conclusion, the author mentions that political analysts, in conditions of war, are asked to investigate with fairness, objectively, complex all aspects of Human, national, regional security, to offer the leaders of the world States, international organizations solutions, which would be the basis of important decisions for ending the war in Ukraine, for returning to normality in Europe and throughout the world.
