According to the formal definitions, the state of law comes down to an institutional system in which public power is subjected to law. In practice, the state of law means that public authorities must exercise their functions in accordance with rules defined by a set of legal standards. The construction of the state of law, which involves the structuring of the legal system and the control of abidance of hierarchy of legislative provisions through the courts in order to establish a connection of administration legality and to make coercion foreseeable, seemed to be sufficient for effectiveness of human rights.
