Decentralization has become a reality in many countries, making it one of the most important phenomena of over the past 15 years. In many countries with problems, decentralization appears to be the solution, because it allows quickly identification of problems and search for the most suitable answers. The transfer of authority from one level of administration to another level allows the mobilization of resources, which is the cause of many debates aimed at decentralization. Provinces and communities have unequal financial and human resources. If the State does not compensate such inequalities by providing resources and technical assistance needed, decentralization will lead to significant disparities. |
