The article analyzes the doctrinal approaches to the concept of the “subject of international law” and the criteria for their separation from other legal entities involved in the financial relations with a foreign element. The basic international documents and legal acts of foreign countries that regulate at the national level the legal status of communities of administrative-territorial units as the subjects of local self-government and give the right to enter into cross-border contractual relations are investigated.

В статье проанализированы доктринальные подходы к понятию «субъект международного права», установлены критерии дифференциации правового статуса участников финансовых отношений с иностранным элементом. На основе международных документом и нормативно-правовых актов зарубежных стран исследован правовой статус административно-территориальных единиц в транснациональных финансовых правоотношениях.

Articolul analizează abordările doctrinale ale conceptului de „subiect de drept internațional” și criteriile pentru separarea acestora de alte persoane juridice implicate în relațiile financiare cu un element străin. Sunt cercetate documentele internaționale de bază și actele juridice ale țărilor străine care reglementează la nivel național statutul juridic al comunităților unităților administrativ-teritoriale ca subiecte ale autoguvernării locale și care dau dreptul de a încheia relații contractuale transfrontaliere.
