Rezumat | ||||||
Human resources represent the important factor of maintenance
of the Health Care System functioning, which demands modern
management. The purpose of research consists in studying the
human resources for Primary Health Care for estimating primary
care system needs for maintenance of the staff, physicians and
nurses, and to evaluate their vocational training. The methodology of research include filling questionnaires by medical professionals at all primary care clinics with purpose to understand the current situation. Study results show disponibility of human resources for primary care, but contradictions for urban and rural areas. It is demonstrated the human resources deficit, that exists already and potential risks for staff maintenance in the near future. Some factors that physicians consider to be part of their standard practice are also evidenced. Some gaps in medical education for primary care staff were revealed. In conclusion, the adequate mechanisms of medical staff for primary health care set and preservation, according to existent contradictions and risks, based on challenges showed by study results, should be developed to provide medical services, with accent on primary care clinics in rural areas.

Цель исследования – изучение кадровых ресурсов первичной медицинской помощи для оценки потребностей системы во врачах и среднем медицинском персонале и для их профессиональной подготовки. Методология исследования сводится к проведению инвентаризации кадровых ресурсов, на основе заполнения анкет медицинскими работниками и всеми учреждениями первичной помощи в стране. Результаты исследования выявили имеющиеся на данном этапе кадровые ресурсы в системе первичной медицинской помощи и разногласия в обеспечении кадрами. Был продемонстрирован имеющийся дефицит кадров и возможные риски в обеспечении кадрами первичного звена, а также выявлены стимулы, которые, по мнению врачей, являются частью стандартного дотирования оборудованием медицинской практики.
