Household budget survey analysis revealed that direct health payments for health services are directly related to the household financial capacity.Households from the fifth quintile are spending on the average 8,3 times more for health in comparison with the first quintile. Expenditures for drugs and dental services are the major factors which reduce the level of
financial protection in the health system of the Republic of Moldova. The poorer households are spending almost 85% from their resources on drugs. The proportion of the households which incur a significant financial burden for health is high both in rural and urban areas. The households which are spending on health 10-20% from their income constitute 15,0% in urban
areas and 12,1% in rural areas, while those spending 20-40% constitute 11,8 and 10,2% respectively. It has been noticed that 4,9% of the households from the urban areas and 4,7% from rural areas have experienced catastrophic expenditures (more that 40% from the incomes). Catastrophic expenditures are registered in all income groups. In the first and in the last category the level of catastrophic health expenditures are lower. The result
from the first quintile is determined by the fact that the poor use less health services and buy less drugs, while the result in the fifth quintile is explained by the higher capacity to pay. The most vulnerable households are those which contain retired persons. The low level of income in the household also constitutes a risk factor for catastrophic health expenditures.
