At general level, the changes concerning human resources management and career management could be done only in legislative background. First of all, certain laws are very ambiguously and subjective interpretations can be done. The development of public servants career, their training and motivation should represent priority objectives of any institution at any level. The problem of the actual legislative background is not one of contain, but one of implementation, public institutions couldn’t be able to put into value efficiently their instruments in order to apply law in an efficient way. The new system of public service has to take into account the fact that a modern and efficient public administration has to be in the citizens’ service. gg |
