Effective governance is determined by civil servants’ activities, while achieving performance in any public administration system is both a vital benchmark and the foundation of any administrative reform. Integrity, personal and professional values, loyalty and social responsibility are character-building factors, while also contributing to the establishment of a moral climate and to the building of citizen trust in public administration authorities. An increase of professional efficiency of civil servants is imperative and can be achieved through a professional development that is linked to a new individual and collective performance appraisal system. |
