Rezumat

In a stable society, predictable, with tendencies of repeatability, specifies in the last century, the manager was at the command and control for the activity of institutions. But in contemporary society, dominated by unpredictable, „century of speed”, the technological era, in which authority is often disputed, people know their rights and are better educated, skilled considers that viable solution for quality management is leadership.  Educational management is considering strategic and operational objectives of the educational establishment, fulfilling the mission of the school, expression of the vision, ethos and culture. Management should be directed towards achieving the educational objectives, but they must be consistent with the aspirations of the school and community. The trend towards decentralized management imposes a vision that can create links between functions and educational objectives. Objectives of the organization are influenced by active learning environment school unit. National curriculum imposes its own goals, the government has the constitutional authority to impose its will.  Process management decentralization involves stimulating innovation, professional responsibility and accountability for the teachers, school managers and students by transferring school level decision-making power on: implementation of the budget, personnel policies, increasing the share school-based curriculum. For successful implementation of successful decentralization manager must shape the personality of the students and even teachers, adapting to the needs of the community and the labor market, creating a cohesive team, based on cooperation, constantly seeking solutions.
