The author of this article makes an analysis of both scientific reflection and information access monitoring, transparency and participation of citizens. In conclusion, the author mentions that, lately, monitoring and evaluation practices concerning some key dimensions of the public administration reform-access to information, transparency and public participation improved but still are inadequate. At the same time the author denotes the importance of simultaneous use of all these tools in the process of public administration reform, through which the indices of citizens' needs are in a direct proportion with the quality indices of ® public administration services provided. © Making an analysis of the legal framework implementation referring the process of access to information, transparency and participation the author under-lines the following procedural distinctions: if the law on access to information gives citizens access to documents and information from a public institution, the law on transparency of the decision making process gives citizens access to draft ^ normative acts and decisions of the administrative board.
