The attempts to create conditions for free movement of merchandise and services on the territory of the Community of Independent States have been undertaken since the very moment of its formation. In 1994 the CIS countries signed and Agreement about the free commerce zone, and in 1999 a Protocol was signed introducing changes in it, but the provisions of these documents have not been completely realized in practice данных документов, in spite of its effectiveness [1]. As one of the causes they say is the fact that the Agreement and the Protocol have not been ratified by the Russian Federation.
