Rezumat

The experience demonstrate that those who are in government understand the reform’s concept in public administration system, just through adopt a new normative acts, then substitute the old documents, in theirs opinion or through fine in function of juridical tastes of consultant which disposed. Evidently, this manner of abrades some decisional process an archaic and inefficient mode to produce the efficient politics and not even amplify credibility of governmental acts.
