The basis of the rights and obligations of natural and legal persons begin by being outlined, defined and highlighted in The Fundamental Law of the country, by presenting the respective constitutional system and by explaining the legal basis of the entire body of regulations. The democratic character of a state can be analyzed and viewed from many points of view. The most important aspect of a democratic state is the participation of citizens, as holders of rights and obligations, as well as beneficiaries of public services existing at a given time in that state, in the affairs of the public community.
