The Russian-Ukrainian- Romanian negotiations of Julay 1921 on the state of the Dniester mouth highlighted the divergent positions of the parties regarding the delimitation of their territorial waters. If the Romanian delegation aimed to reach a settlement in accordance with international maritime and fluvial law, the Russian-Ukrainian delegation was concerned, above all, not to admit the recognition of Romania’s soveregn rights over Bessarabia, with the Dniester water as the boundary line. With the interruption of the negotiations, the mouth of the Dniester issue was espected to be included on the complex agenda of a subsequent Soviet-Romanian conference, currently being prepared in Warsaw. |
