Rezumat

The actuality of the investigated subject is determined by the fact that at the moment, in the Republic of Moldova, there are serious deficiencies in respect of the economic (financial-banking) rights of individuals and legal entities. In this sense, it is relevant to quote the findings of the US State Department in the Report on human rights in the Republic of Moldova for the year 2018: "...the Republic of Moldova violates the economic rights of its citizens". At the same time, the theft of the "billion", by the fact that it caused a huge financial damage to the state, revealed the fact that due to an endemic corruption in the public sphere and in this case in the financial-banking segment, the economic rights (financial- banking) fundamental of citizens were neglected. As a result, the repayment of an enormous amount of 17 billion lei was placed on the shoulders of the entire society (which, due to the interest paid, will actually be much higher). In reality, the value of the damage in the bank fraud file increased by 15 billion lei, thus totaling about 65 billion lei. It is an extremely discouraging figure….especially since the authorities managed to recover only 75.9 million lei in 2022. Hence the highly visible interdependence between corruption and the disregard for the economic rights of individuals, which we propose to investigate in this article. The methods used in the research process are: statistical method, analysis, deduction. The fundamental conclusion of the research is that, in the Republic of Moldova, there is a need to establish the position of economic ombudsman.
