Rezumat

The phenomenon of hate speech continues to be present in the public space, in the media and especially in the online environment of the Republic of Moldova. The diversity of the forms it can take, as well as the spaces in which it can manifest itself, make it difficult on the one hand to develop a comprehensive definition unanimously accepted at the international level, and on the other hand, its legal framework. Hate speech, but also fear speech can lead to stigmatization, marginalization and human rights violations, as well as acts of violence or genocide. Thus, the impunity of this type of discourse means first of all the development of space conducive to the justification of potential crimes motivated by prejudice. Secondly, the lack of sanctions for violating the limits of freedom of expression leads to a decrease in the number of complaints/notifications regarding hate speech from victims of this type of speech. Monitoring data for the period 2018-2020, draw attention to the fact that pre-election and election periods are the favourable context for the generation of both hate speech and fear speech by feeding negative emotions, as a catalyst to determine voters to vote for or against a particular candidate.
