For a long time in the public administration of the Republic of Moldova, the main problem was the existence or, especially, the non-existence of public services, and their quality remained somewhat in the shadows. Currently, however, we notice a change in both the administration’s perception and the users’ perception of the quality issue. Both civil servants involved in service activities and users of public services are becoming more and more demanding. We consider that a factor that contributed to the change of this position is the relatively simple possibility of visiting other administrative systems, comparing them with the existing situation in the Republic of Moldova and, consequently, drawing the necessary conclusions. Thus, we can say that users of public services perceive the issue of ensuring the quality of public services as a very important one both in the public administration system and outside it.
