In this research paper the author examines the legal basis of the use of military force to ensure the internal security of the Russian Empire in the 19th - early 20th centuries. The study includes the analysis the provisions of special normative legal acts regulating the procedure for conscription of troops to assist civilian authorities in ensuring public order and security. That provisions are estimated for compliance with the norms of modern national and international law. |
