Rezumat

The recent history of the Republic of Moldova shows that hate speech has a consistent presence in the public space. With the development of information technologies, social networks and online media, intolerance is taking on new forms and is spreading rapidly in the virtual space. The development and continuous evolution of the cyberspace offers opportunities for the manifestation and promotion of different actors (state and non-state) not only in the media sphere, but also in the political and religious one. This space has quickly become a suitable environment for the manifestation of ideas and the organization of actions / activities of online groups / communities, etc. In this way, more action is needed at national level to prevent, combat and sanction hate speech, including fear speech. One solution in this regard should be a clear and uniform definition of hate speech in national law. In this sense, the Parliament of the Republic of Moldova must finalize and adopt in the final reading the draft law no. 301/2016 for the amendment and completion of some legislative acts regarding the regulation of crimes motivated by prejudice, in accordance with international standards.
