Rezumat

The integration into the European space of high education constitutes a problem of major importance in the context of continental politics of globalization. In this context the necessity of improvement the quality in high institutions is dictated by: the processes of internationalization and globalization in the world, the tendencies of development of the higher education and the necessity of integration in the common European area of High Education; the rise of the number of institutional partners, the growing mobility of teaching stuff and studies and titles, as a result of the internationalization and growth of students’ mobility, teachers, researchers, etc. The quality of Education must be in a continue process of improvement, imposing on the entire field of Education, from the pre-school education to master degree. The subjects of quality assurance in the Educational institutions are pupils, students, teachers, but the internal quality of Education is rational to be done in conformity with the Quality Plan, having well determined a strategy of continue growth of quality in conformity with standards of professional forming. In the new conditions of activity, we considered that the strategy must have an official statue, to be public, the fact which will contribute to the appearance of the public trust. The promotion which became more and more insistent in the Academic community of the option of including the problems of quality to the level of entire system is very welcome. It is evidently that every segment of education has its specific nature, but the needs can be easily harmonized through the elaboration of Portfolio of competences with what a pupil must graduate the school, competences established on the base of special standards of every school stage.
