The issue of intellectual potential exodus of Republic of Moldova is a controversial phenomenon because it can generate both negative and positive effects. The biggest dilemma is built around the difficulty to determine the net effect. Is it positive or negative? An effective management of this phenomenon allows us to know the full extent and trends in real time, at current economic conditions, to realize prognosis that would help us to develop specific policies that would minimize the influence of negative effects and would capitalize the positive effects. There is no magic solution that would put an end to Moldovan migration problems. However, measures are needed in order to give stability and to reduce the extent of the phenomenon of intellectual potential drain. |
