The performance of public sector entities has become a priority for most countries, as a result of emerged recessions, increase of demands for various and qualitative public services, as well as public’s reticence on paying higher taxes. The public evaluates public sector entities’ performance not by intentions but achieved results. The main problem of the public sector entities is the one of the resources generating results. These resources try to be more efficient in terms of service supply to the public. The lack of performance within public sector entities and implicitly, the consequences of operation lacking economy, efficiency and effectiveness are felt at the entire society level due to the insecure quality of the public services supplied to the public. Progressive decrease of the public entities involvement in supplying services by increasing the private sector involvement represents the alternative of public sector entities to achieve performance. Our study brings in the meanings and contradictions of the concept of performance within the public sector, identifies the difficulties in measuring it, explains the concept of cost and cost typology. This research is based on a synthesis of materials published by national and international standards, by professional bodies, proposed papers on this topic, as well as materials belonging to the public sector entities. By this constructive study we analyze the issues of limiting performance within the public sector and its consequences, emphasizing the need of public-private partnership as an alternative to improve performance. |
