Rezumat

Juvenile delinquency is still an urgent social problem. Despite the fact that the number of educational colonies decreased from 62 in 2006 to 23 in 2018, and the total number of juvenile prisoners was significantly reduced, the issues of organizing educational work with this category of convicts remain problematic. The historical objectives for the activities of the penitentiary system in relation to juvenile convicts are based on an analysis of the existing foreign and domestic experience in educational work organization. The analysis of the foreign and domestic historical experience of the education organization of the juvenile offenders, the notes of historical peculiarities, conclusions on the application of less severe penalties for juveniles, focused mainly on educational measures are presented in the article.
