The defense of the constitutional regime and the guarantee of constitutional norms are an important present problem and an inalienable condition of constitutionalism’s development in the State. One of the main effective tools of achieving this goal is constitutional responsibility. A modern State ruled by democracy and legality is strongly bound to constitutionalism promotion in the activity of the State bodies, to the firm defense of rights and freedoms of citizens, to the role of justice in respecting the rule of law. The democratic rule of law is an ideal form of power organizing, where the law supremacy is ensured, even the law supremacy over legislative bodies, and where all subjects of law are subordinated to the Constitution.
